There seems to be a lot of issues with webtv that a few good tutorials will help. The main one is the "transloading" of gif's and jpg's (in other words the "using of another persons bandwidth" or as it is also known as "the stealing of bandwidth".
If you are applying for either one of my webrings it is not allowed on them and must be corrected first before being added. I pay money for extra space on my site (matter of fact I pay for my space as this is my own domain) and I refuse to pay for hits to other people's pages. Simple as that. You should find these tutorials very helpful and a few of them also explain "bandwidth" and "transloading" gif's and jpg's.
